How to use the Local Plan

Local Plan Update

The Borough of Wellingborough Local Plan was adopted in April 1999 with a plan period to 2006. By the date of adoption the County Council had commenced a review of the Northamptonshire County Structure Plan in order to establish a long-term vision for the future growth of Northamptonshire during the period 1996 to 2016. With most development to be directed towards the urban area, in accordance with the emerging County Structure Plan, the Borough Council decided to prepare a Local Plan Alteration that would cover the period to 2016 and be largely restricted to a review of housing and employment policies as they relate to the town of Wellingborough.

The Northamptonshire County Structure Plan was adopted in March 2001 and the Borough of Wellingborough Local Plan Alteration, following a Public Local Inquiry in 2002, was adopted in March 2004.

How To Use The Plan

The Borough of Wellingborough Local Plan (including Local Plan Alteration) is a comprehensive document that contains both the 1999 adopted Local Plan and the 2004 adopted Local Plan Alteration. It consists of a 'Written Statement' and a 'Proposals Map'.

The Written Statement contains policies and proposals and their justification. These are separated into the 1999 adopted Local Plan and the 2004 adopted Local Plan Alteration respectively. Policies and proposals are printed in BOLD NON ITALIC UPPER CASE script to distinguish them from other text. To assist in locating appropriate policies, a list of contents and summary of policies has been included at the beginning of the Written Statement.

The Written Statement for the 1999 adopted Local Plan consists of three sections:

The context of the Plan and its general strategy are set out in Chapter 1 of the Written Statement. General policies are within Chapter 2; those relating to individual land uses are within Chapters 3-8; and site specific policies are within Chapters 9-11. To determine which policies and proposals may be applicable to a particular proposal reference must normally be made to each section of the plan: in all cases Chapter 2; the appropriate land use chapter (or to several chapters if more than one use or a change of use is proposed); and to any site specific provisions.

The 2004 Local Plan Alteration includes changes to Chapter 1 (Introduction), Chapter 3 (Housing), Chapter 4 (Industry and Commerce), and Chapter 7 (Transport and Communications) of the 1999 adopted Local Plan, as they relate to the urban area, together with the replacement of Chapter 9 (Town Sites) in its entirety. The existing policies of the 1999 adopted Local Plan remain unaltered by the Local Plan Alteration in respect of the rural area of the Borough, although the opportunity has been taken to include the boundaries of new Conservation Areas on the Proposals Map. To fully determine the policies and proposals that are applicable to the urban area, reference must therefore be made not only to the 1999 adopted Local Plan but also to the Local Plan Alteration. Text and policies in the 1999 adopted Local Plan that are no longer applicable to the urban area, which is defined on the Wellingborough Town Inset to the Proposals Map, are highlighted like this or, in the case of Chapter 9 (Town Sites), have been deleted. Additional, minor amendments to the 1999 adopted Local Plan have also been made necessary either as a consequence of the Local Plan Alteration or factual updating. Text which has been deleted as a consequential amendment has been struck out like this whilst text that has been added has been underlined like this.

Map Help

The map shows policy data for the local plan. You can zoom in and navigate the map, and choose which policies you want displayed.

The Overview Map

The overview map in the top-left corner allows you to centre the main map on wherever you choose. You can do this by simply clicking on the overview map when you have begun to zoom in to a larger scale.

The Main Map

Here you can choose where you want to view, and at what scale you wish you to do so.

The scale bar contains ten buttons, eight of which are fixed zoom levels and the the remaining two allow you to zoom in or out to the next or previous level.

Around the main map are eight arrows that allow you to pan around the map in order to find the location you wish to view once you have begun to zoom in to a larger scale.

The Map Legend

Here you can choose which policies should be displayed on the main map. This is done by checking or unchecking the checkboxes next to the relevant description in the legend, and then clicking on "Update Map". This will reload the map showing the same region as before, but with the new policy display preferences.

Search Help

The search form at the top-right corner of the page allows you to search the map by organisation, building, street

Organisation Search

This search option will search the map for organisations of businesses that are known to the Ordnance Survey, and were available within the Ordnance Survey Address Point database at the time that this site was created.

In order to search for an organisation, you should choose "Organisation" from the drop-down menu, and then type the name, or partial name, of the organisation you wish to search for into the text box. Hit return, or click on the "Go" button to perform the search. Once you have done this, you will be presented with a list of organisations that match your search criteria. Click on the organisation that you wish to view on the map.

Building Search

This search option will search the map for building names that are known to the Ordnance Survey, and were available within the Ordnance Survey Address Point database at the time that this site was created.

In order to search for a building, you should choose "Building" from the drop-down menu, and then type the name, or partial name, of the building you wish to search for into the text box. Hit return, or click on the "Go" button to perform the search. Once you have done this, you will be presented with a list of buildings that match your search criteria. Click on the building that you wish to view on the map.

Street Search

This search option will search the map for streets. In order to search for a street, you should choose "Street" from the drop-down menu, and then type the name, or partial name, of the street you wish to search for into the text box. Do not type the number of the house, or building, that you wish to look for at this point. Hit return, or click on the "Go" button to perform the search.

Once you have done this, you will be presented with a list of streets that match your search criteria. Click on the street that you wish to view, and you will then be shown a list of properties located on that street. Finally, click on the property that you wish to view on the map.

Postcode Search

This search option will search the map for any postcode within the local plan area. In order to search for a postcode, you should choose "Postcode" from the dro-down menu, and then type the postcode, or partial postcode, into the text box. Hit return, or click on the "Go" button to perform the search.

Once you have done this, you will be presented with a list of organisations, buildings and properties found at the postcode. Click on any of these to view the associated map.
